Munich's Allianz Arena is Wembley's only rival for the "finals" package.
Scotland's Hampden Park, Ireland's Dublin Arena and Wales' Millennium Stadium have also bid to be 2020 hosts.
Scotland, Wales and Ireland have submitted bids for the package that includes three group matches and one game in the knockout stages.
The German FA's (DFB) president Wolfgang Niersbach suggested his association might withdraw from the race to host the final, as it focuses on winning the bid for Euro 2024.
